Position Overview

The Department of Municipal Services in Facilities is currently seeking a Full-time Regular Supervisor, Municipal Services.

Facilities Management is responsible to ensure that building structures, utility distribution systems, building operating and monitoring systems for the University owned and leased properties are operated and maintained in a reliable, efficient and cost effective manner to ensure a safe and comfortable work environment in which campus users can carry out their activities.

The Operations & Maintenance department of Facilities Management is responsible to ensure that building structures, caretaking, grounds, water and sewer distribution systems, building operating and monitoring systems for the University owned and leased properties are operated and maintained in a reliable, efficient and cost effective manner to ensure a safe and comfortable work environment in which campus users can carry out their activities.

Reporting ot the Manager, Municipal Services, the Supervisor, Municipal Services is responsible for overseeing all aspects within Municipal Services. This includes contract management, reporting, construction, repair and maintenance, supervision of staff and contractors, and training associated with the Municipal Services programs.

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

  • Planning, preparing, implementing and supervising maintenance and repair of: irrigation, underground shallow (e.g. storm, sanitary sewers, water) utilities, grounds disturbance permits, mechanical repairs, recycling & solid waste services, pest control and other municipal activities and programs
  • Supervising and supporting the recycling and solid waste coordinator position and its functions
  • Ensuring contractor compliance with contract terms and conditions
  • Coordinating the preparation and development of municipal services information including tracking costs and quantities
  • Reviewing and approving grounds disturbance permits
  • Coordinating, reviewing and approving requests for changes to recycling and waste services
  • Managing and monitoring current and future contracts and other departmental programs and projects
  • Reviewing technical documents for recommendations and enforcement
  • Investigating and analyzing accidents and incidents with a view to avoiding injuries, damage, and overall associated costs
  • Monitoring and analyzing technical training costs and associated benefits
  • Assisting in the preparation, analysis, and implementation of annual budget reports and Capital Improvement Plans
  • Visually inspecting project sites to collect and analyze information to recommend changes and improvements
  • Preparing RFP's and contracts
  • Receiving and evaluating incoming work requests, determining urgency of request, assigning work to staff, consultants or contractors
  • Ensuring code requirements, department policies, standards, specifications are met
  • Ensuring safety training, safety standards, work site inspections are completed for staff, consultants and contractors
  • Developing and managing annual budgets as required           

Qualifications / Requirements:

  • Must have a solid background in municipal public works operations.
  • Civil Engineering or Engineering Science Diploma.
  • 7 to 10 years of relevant municipal public works experience.
  • A minimum of 5 to 7 years of demonstrated strong leadership experience in a municipal public works setting.  
  • Must have a strong background in recycling and waste management operations and techniques used in public works operations.
  • Proven ability to be a leader, mentor, and motivator for staff and contractors. Leadership training would be an asset.
  • Must have an aptitude for working with contractors, multiple stakeholders and associated contracts.
  • Must be able to take direction, possess good verbal, organization, written and presentation skills.
  • Must be able to follow established procedures and take responsibility for completing assigned tasks on time.
  • Must be able to manage own time effectively.
  • Must have supervisory experience and have ability to be a leader, mentor, motivate and develop staff.
  • Must have a demonstrated ability to solve problems.
  • Must have underground shallow utilities management experience.
  • Must have intermediate level computer knowledge and be able to use Microsoft office suite including word, excel, outlook, power point and other software.
  • Experience with the Archibus Computerized Maintenance Management System would be an asset. 
  • Must be adept at mobile communication devices, such as iPhone/iPad, etc.
  • Must be able to analyze data and information, formulate and document plans, read and interpret blueprints and specifications.
  • Must have a proven record of learning and upgrading technical skills and leadership skills.
  • Must have thorough knowledge of the principles of Integrated Pest Management.
  • Proven track record of providing excellent customer service and superior organizational skills.
  • Ability to interact with tact and courtesy in discussing information and dealing with the general public. 
  • Must be able to verbally, present ideas, problems, solutions and instructions clearly and concisely.  
  • Handles complex, stressful situations with diplomacy, calmness and good judgment.
  • A valid class 5 (non GDL) Alberta Operator¿s License is required with less than 7 demerit points.
  • A valid first-aid certificate would be an asset.
