Position Overview

The Projects & International Development team within the VP (International Operations) is currently seeking a Full-time Regular International Projects Implementation Officer.

This position will report directly to the  Manager International Development.

The International Projects Implementation Officer draws upon existing knowledge and experience in the international development sector to support the international development team in furthering the internationalization strategy at the University of Calgary.

Under the supervision of the Manager International Development, the Implementation Officer will be responsible for carrying out critical project implementation activities as per predetermined protocols and procedures. The Officer will lead the  organization of knowledge for development events and activities.
This position will also be able to establish and maintain good working relationships with stakeholders both internal and external of the university.
Work requires innovation, attention to detail and excellent organizational abilities in order to manage competing interests with satisfactory outcomes for all parties. Some hours may be worked outside of the regular work week in order to meet published timelines for proposal submission. Deadlines are often inflexible, therefore, effective workload management is essential. Supports monitoring of changes to the practices and policies of related units and funding agencies to maintain competitive advantage.


Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

Implementation of ongoing international development projects:

  • Contribute to strategies and plans to develop new international development projects
  • Apply prior knowledge and experience in international development to contribute to and/or manage international development project activities as assigned
  • Work with the Manager International Development to maintain a strong network and database of internal and external partners, and maintain regular communication with partner institutions
  • Responsible for keeping with project deadlines and ensuring that the team is on track when it comes to project deliverables
  • Contribute to project proposal development by matching opportunities to expertise at the university, and conducting background research
  • Provide reporting, tracking and data analysis necessary for the management of the international development projects portfolio
  • Use knowledge of funding models and funding opportunities to make recommendations to the Manager on best practices and approaches
  • Track project deliverables, and deals effectively with problems that may arise, troubleshooting where necessary
  • Under the supervision of the Manager, tracks budgets and project spending, and coordinates with the Finance team to ensure that project funding is spent effectively
  • Stay current on information/intelligence of donor priorities, including government donors, private sector, foreign government funding agencies, multi-laterals and others

Partnership development and client relations:

  • This position will be able to establish and maintain good working relationships with internal and external stakeholders, University staff, Faculty, students and international partners
  • Take initiative in identifying and recommending innovative models for collaborations and partnership building
  • Develop in-depth knowledge of the work of the unit and university, to actively and effectively promote the services of the international development team
  • Take the lead in developing  marketing and communication material including brochure and website content, social media, one-pagers

General Administration:

  • Maintain project files for reporting and audit purposes
  • Collect data and information for report writing and communication to the funders
  • Maintain professional conduct and standards, including ethics and values associated with international development work
  • Ensure project records are complete and current for reporting to donors and audits purposes
  • Collect data and information and prepares draft project reports and project related communication to the funders
  • Maintain professional conduct and standards, including ethics and values associated with international development work

Qualifications / Requirements:

  • An undergraduate degree in international development (or related sector), with a minimum of three years' work experience, of which at least two years' experience in the international development sector, including experience working with non-profit organizations, universities, and other such entities involved in international development, or a related field
  • Skills necessary to coordinate and/or participate in general project proposal development, project implementation and knowledge sharing activities, within an international setting
  • Certificate or additional studies in proposal writing or project procurement will be an asset
  • Demonstrated experience in proposal writing, identifying funding opportunities and/or developing communication materials for project procurement purposes, including preparing project cost estimates
  • Understanding of international markets in the context of needs of human resource development, capacity development needs, and/or higher education related to bilateral/multilateral funding organizations, private sector, foreign universities, and advance research skills
  • Prior experience with Global Affairs Canada (former CIDA) projects or bilateral and or multilateral funded project desired
  • Proficiency in a minimum of one language other than English, preferred
  • Excellent knowledge of Microsoft Office applications, desktop design, graphics software, and social media tools
  • Excellent written and verbal communication skills, with demonstrated project proposal writing ability
  • Strong creative and graphic artistic ability
  • Proven organizational skills and experience development, including identification of program funding resources
  • Experience with developing project promotional materials, and promotion of development materials and marketing of activities
  • Ability to work independently as well as collaboratively
  • A good understanding and application of developing project proposal cost estimates
