Position Overview

The Office of Sustainability is currently seeking a Full-time Director, Energy Planning & Innovation.

Reporting to the Chief Sustainability Officer, the Director, Energy Planning & Innovation leads energy innovation planning and policy, and ongoing energy innovation projects and energy management practices.   This works encompasses over 10 million square feet of existing buildings across four campuses, including energy innovation and strategy for new and existing buildings and infrastructure.  These efforts support the university in reducing operating costs and deferred maintenance, and in meeting the institutional goals to be a Canadian leader in healthy, high performance green buildings, and in reducing greenhouse gas emissions.   

The Director leads a high performance team of internal engineers and technical specialists.  The Energy Planning and Innovation team comprises three interdependent units:

  • Energy Performance Services:  including near and long-term planning of energy efficiency programs; design, implementation and commissioning of approved programs; measurement and verification of programs; institutional greenhouse gas tracking and reporting.    

  • Energy Management Services:  including energy analytics and optimization of ongoing building performance; continuous improvement of energy management software systems, data governance practices, and standard operating procedures to support robust planning and reporting, energy management practices and the Campus as a Learning Laboratory initiative. 

  • Green Building Services:  including development of policy and standard operating practices to advance sustainability in new buildings; sustainability and certification consulting services (e.g. LEED, ARC, Passive House, etc.) for buildings; and internal professional development programs.

As a member of the Office of Sustainability leadership team, the Director works closely, and on ongoing basis at a strategic and operational level with directors within the Facilities portfolio and in business units across campus. The position requires exceptional leadership and interpersonal skills and the ability to productively engage and collaborate with a diverse range of stakeholders to lead complex technical and change management initiatives.


Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

Planning, Policy and Practice Innovation:

  • Develop long-range sustainable energy management and greenhouse gas emissions reduction plans.  Plans will confirm the goals, targets and action plans to progressively improve existing building energy efficiency, attain energy efficient and low carbon new buildings, reduce institutional GHG emissions, reduce deferred maintenance, and position the university as a Canadian leader in energy and emissions management.
  • Ensure that government incentive programs are utilized to their fullest by keeping in touch with and up-to-date with existing and emerging programs.  Keep abreast of emerging regulatory changes.  Ensure the CSO, Facilities’ associate vice presidents and appropriate directors are informed of emerging opportunities and risks in a timely manner.
  • Lead and direct the development and implementation of project and validation protocols.  Ensure protocols are aligned with recognized best management practices, ISO 14,064 standards, and provincial protocols for validation of GHG emission reductions. Advise on related training needs for Facilities staff and change management strategy.
  • Lead and direct the development and implementation of practices and software to enable ongoing energy optimization in alignment with institutional energy efficiency and energy conservation goals.  Align energy management practices with recognized industry best management practices and ISO 50,001 standards. Advise on related staff training needs and change management strategy.

Existing Building Innovation:

  • Lead the development of near-term and annual energy efficiency and GHG reduction programs to support long-range plans including business case development and technical, financial and risk management strategies for executive level approvals.  Manage implementation of annual capital programs and related budgets for existing building innovation in the order of $5-8,000,000, and subsequent measurement and validation of program/project outcomes and related program reporting.
  • Provide strategic leadership and direction for the Energy Manager and related Building Management System team to ensure high quality and energy efficient building automation services in alignment with strategic goals and programs.  Align energy management system practices with ISO 50,0001 and establish high quality data analytics and data governance practices,
  • Ensure the Energy Planning and Innovation unit undertakes work in close collaboration with various operational units in Facilities and building users to generate innovative ideas and practical solutions for continuous improvement in the asset life and energy performance of existing buildings while supporting the academic mission.
  • Identify incentives for improving building energy efficiency and conservation for the campus community.  Provide energy management expertise and direction for behavior change programs.

New Building Innovation:

  • Advise Facilities on sustainability performance goals and third party certification strategy for new buildings and major renovations.  Advise on requests for proposals to engage qualified teams.  Deliver project sustainability charrettes and provide consulting services for third party certifications e.g. LEED, Passive House.
  • Provide technical input into the ongoing development of technical and design guidelines and project delivery protocols to ensure alignment with green building, energy efficiency and GHG emission reduction goals and targets, review major capital project design to ensure compliance with established guidelines, standards and policies.
  • Advise of project commissioning strategy to ensure completed projects are meeting energy and other green building performance requirements, and that appropriate staff and occupant training is provided to support achievement of ongoing performance goals.  Monitor commissioning process to ensure energy and other green building performance goals are being met and advise on corrective action if/as required.

Facilitation and Coordination:

  • Work closely with and build collaborative and effective ongoing relationships with the Directors in the Facilities portfolio on energy planning and policy development, program development and project implementation, and ongoing operations and maintenance.
  • Chair cross-functional committees as required in support of the work of this portfolio and institutional goals in energy efficiency and GHG reductions.  Represent the University of Calgary and the Office of Sustainability on internal and external committees, and through public presentations on and off-campus.

Campus as a Learning Laboratory:

  • Collaborate with operational units, academic and private sector partners to identify, develop and pilot innovative processes and technologies to demonstrate innovative solutions to energy efficiency, energy conservation, and GHG emission reductions.  Implement successful initiatives, verify and report results.

Staff Management:

  • Direct, motivate and manage the activities of professional staff and student interns, including recruitment and hiring, development of annual work plans, and ongoing performance management for development of skills and abilities and to fulfill annual portfolio commitments. 

Other Tasks and Duties:

  • Annual business plans, work plans, operating budgets, and human resource responsibilities are completed in a timely manner in alignment with institutional policy and protocols.
  • Reports to staff demonstrate a high degree of engagement, professionalism and respect in the workplace; their work is aligned with a multi-year strategy for advancement of the Institutional Sustainability Strategy. Continuous development and improvement of team and operational practices are supported.
  • Long-range energy innovation and GHG reductions plans are in place.  Annual reporting GHG requirements are fulfilled and annual greenhouse gas inventories are complete.
  • Annual Utility Reduction Programs:  Current-year program is on time and on budget, following-year business case is approved and funding source confirmed, past-year programs demonstrate projected utility cost avoidance and greenhouse gas emission reductions following approved measurement and verification protocols.
  • Facilities practices are aligned with the ISO 50,001 energy management standard and ISO 14064 greenhouse gas accounting and verification standards. 

Qualifications / Requirements:

  • Professional degree in Engineering, preferably mechanical, is required.  A Master in Business Administration is highly desired. Professional Engineering (P.Eng.) and Certified Energy Manager (CEM) designations are required. Greenhouse Gas Inventory Quantifier certification and LEED accreditation with designation in building design and construction or existing buildings are an advantage.
  • 10+ years directly relevant experience in the fields of energy management, energy systems design, energy project development and implementation, and greenhouse gas accounting is required.  This must include a minimum of five years experience leading existing building energy retrofit design and implementation, and a minimum of five years experience with energy audits and re-commissioning/retro-commissioning.  A combination of public and private sector experience and experience in a university or municipal setting is an advantage.

Demonstrated proficiency in the following is required:    

  • Ability to achieve positive outcomes by encouraging, supporting, coaching, developing and mentoring others.  Proven leadership and team building experience including experience in staff leadership and supervisory duties.  Proven leadership and team building experience towards a common goal, developing strategy and projects involving cross-functional teams, and leading complex change involving cross-function teams.
  • Exceptional oral and written communication skills, and demonstrated experience with authorship of technical and concept-based reports including briefings for executive administration.  An ability to communicate complex ideas, anticipate potential objections and productively engage others in adopting a different point of view.  Confidence in public speaking and engaging diverse audiences.       
  • Understands, and is sensitive to, the confidentiality of information gathered and exercises sound judgment in discerning how information is conveyed.  Anticipates regulatory and academic issues, identifies and mitigates risks, recommends process or service improvements across a diversity of operational and administrative practices.
  • Willingness to try alternative approaches, open to the ideas of others. Tolerance for ambiguity, shifting priorities and complex situations; an ability to work positively under pressure.  High level of energy, an ability to thrive in a fast-paced environment, and willingness to work flexible hours on occasion.
  • In-depth breadth of knowledge in energy planning and management practices; advanced comprehension of mechanical systems, central control and monitoring and metering systems; greenhouse gas emission quantification and verification; business case development including technical, risk management and financial considerations; project and budget management.  Advanced understanding of ISO 50,001 and ISO 14,064 standards.      
  • Ability to be creative, challenge and demonstrate initiative to generate improvements and foster positive outcomes in complex organizations and with limited resources. Demonstrated excellence and innovation in problem solving.
  • Superior interpersonal capabilities to interact effectively with diverse populations within student, faculty and staff communities exercising tact, sound judgment, and good decision making skills.  Proven experience developing collaborative and mutually beneficial long-term relationships in complex organizations, preferably in a campus setting.             
  • Familiarity with objectively thinking through impacts of initiatives in a public sector setting.  Ability to think strategically while applying strong analytical skills. Ability to define, analyze and synthesize data, and to distil concepts and patterns across organizational systems through data analytics.  Ability to work with complex business and reporting systems and processes.
  • Exceptional organizational, project management, and administrative skills including and ability to conceptualize, organize, and direct multiple concurrent projects and programs.  Advanced facilitation and mentoring skills to mediate conflict, problem-solve, and respond appropriately to concerns to achieve successful outcomes.
  • Experience with Micro-soft project and/or other project management tools, superior working knowledge of the micro-soft office suite and excel in particular, and with Quality Management System practices.
