Position Overview

Information Technologies is currently seeking a Full-time Regular Associate Director, IT Project Management Office.

Reporting to the IT Director, Governance and Administration, the Associate Director, IT PMO will be accountable for the design, implementation, sustainment and improvement of the IT Project Delivery Lifecycle Process and the performance of the IT Project Management team, Organizational Change Management team and Training team.

This position is responsible for integrating the project management processes to related processes at the university according with the UofC policies, framework and guidelines, Project Management Institute (PMI) and industry best practices.

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

Methodology and Standards

  • Establish and maintain overall IT Project Management policies, practices and guidelines
  • Ensure projects are following the IT PMO methodology and following the university policies and guidelines
  • Establish and maintain a flexible, adaptable, and fit for purpose IT Project Management methodology
  • Monitor and control process Key Performance Indicators (KPI)
  • Continuous Improvement on the IT PMO Methodology
  • Governance - Promoting process and tool consistency
  • Lead the improvement of Project Management Culture in the IT organization
  • Contribute to the continuous improvement of solution delivery capabilities and sharing of related knowledge and best practices with the PM community

Project Delivery and Portfolio Management

  • Participate in project selection and business planning
  • Identify projects that require intervention and recommend actions
  • Schedule projects within the project portfolio based on resource planning
  • Procure contractor project managers
  • Allocate project managers to projects in the portfolio and manage their performance
  • Participate in project steering committees
  • Provide input for institutional project prioritization
  • Overview project and program plans
  • Establish and maintain standards for portfolio and project management reporting
  • Financial roll-up and analysis
  • Executive level reporting and trending of milestones and forecasts
  • Conduct project reviews to ensure projects are following the process
  • Coaching of project managers and key stakeholders involved in the Project Delivery processes
  • Provide Project Management expertise and oversight of small to large-sized implementation projects and teams, ensuring on-time, on-budget delivery without compromising high quality deliverables


  • Manage the team of Project Managers in collaboration with key stakeholders
  • Manage the IT Organizational Chance Management (OCM) team
  • Manage a training and technical writing team

Qualifications / Requirements:

  • University Degree in Computer Science, Business Administration or a related discipline
  • Project Management Professional (PMP) designation or Prince2 certification is required
  • Portfolio Management Professional (PfMP) designation desired
  • Certified Change Management Professional (CCMP) or Prosci certification would be desirable
  • ITIL Foundations
  • Demonstrated 8-12 years of experience managing small to very complex IT projects
  • Demonstrated experience in IT PMO implementation
  • Experience in Portfolio Management
  • Experience implementing Portfolio Management Tools
  • Experience with Organizational Change management and training in an IT environment
  • Experience integrating OCM within an IT PMO framework
  • Ability to conceptualize client needs and translate into specific implementation strategies
  • Ability to work with minimal supervision
  • Excellent verbal and written communication Skills
  • Excellent presentation and training skills
  • Knowledge of MS Office Suite & SharePoint
  • Strong competency with MS Project or other resource management application
  • Excellent knowledge and applicability of PMI PMBoK
  • Experience delivering automation solutions combined with business process improvement initiatives
  • Experience working with and presenting to upper management and senior executives
  • Excellent understanding of application development and systems development lifecycle methodologies
