Position Overview

The School of Public Policy invites applications for a Research Coordinator, Fiscal and Economic Policy and International Policy and Trade. This Full-time Fixed Term position is for approximately 1 year (based on length of grant funding), with the possibility of extension.

The School of Public Policy (SPP) provides a practical, global and focused perspective on public policy analysis and practice in four focus areas: Fiscal and Economic Policy, Social and Health Policy, Energy & Environmental Policy and International Policy and Trade. The School achieves its mandate through integrated activity across its academic programming and research portfolio and extensive outreach.

The Fiscal and Economic Policy Division (FEP) at the School of Public Policy (SPP) provides policy research and analysis of the fiscal and regulatory policies of the federal, provincial and municipal governments. The research programs cover a wide range of issues including taxation, income inequality, public sector deficits and debt, productivity, financial market regulation, livable cities and economic diversification.

The International Policy and Trade Research Division at the School of Public Policy has a mandate to conduct research, publish high quality studies and conduct outreach events with members of academic institutions, government and the private and not for profit sectors in three priority areas: international trade & economics; market diversification; and security & defence.

The position reports to the Scientific Director, Fiscal and Economic Policy, and the Scientific Director, International Policy and Trade, and entails undertaking and coordinating research projects and outreach activities. It normally involves working Monday to Friday, 35 hours per week, though on occasion there may be the need to work outside of regular hours as well as travel within Canada and internationally. In general, time will be split between FEP (60%) and IPT (40%), though adjustments will be made based on workflow and program needs.

The position entails coordinating research programming, research projects and outreach activity, as well as undertaking team-based research, in a fast-moving and changing environment often involving multiple stakeholders. Peak times will occur near deadlines for reporting analysis and results to project stakeholders.

Presentation and communication of research and research results to a variety of audiences and in different venues may also be involved (i.e. presentations at conferences, workshops, team meetings as well as in various written publications). The incumbent works on multiple research projects, meeting multiple simultaneous deadlines throughout the year.

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):


  • Undertake qualitative and quantitative analysis of a range of policy issues in fiscal and regulatory policy
  • Contribute to the School of Public Policy's publication series
  • Prepare literature reviews, briefing documents, background reports, research papers, applied research, presentations and other research products
  • Work independently and applies analytical skills for the collection, formatting and analysis of data. Includes comparing and/or validating results with established literature
  • Organize time effectively so that research results are produced by set deadlines that support overall project timelines
  • Provide technical expertise to other team researchers, which may include research assistants and student researchers
  • Follow set guidelines for completion of data analysis but may advise on and recommend changes to research methods
  • Data analysis involves basic spreadsheet analysis, as well as graphic representation of conclusions and results
  • Results assessment undertakes a careful and insightful evaluation and interpretation of all analytical results
  • Development and communication of policy implications and recommendations, provides an evaluation of all policy implications of the results, and develops carefully considered recommendations for practical and effective policy responses


  • Work closely with the Scientific Director of Fiscal and Economic Policy and program directors in organizing research agenda and monitors key deadlines for program activity
  • Coordinate and support the development and execution of annual research programs
  • Support and monitor the project development and approval process
  • Regularly coordinate with the Director, Research Programming, and IPT and FEP Directors to track the status of research and outreach
  • Liaise with peer reviewers on behalf of the IPT and FEP Scientific Directors as well and the IPT and FEP program directors, ensuring peer review is completed in a timely manner
  • Maintain database of peer reviewers of FEP and IPT publications
  • Liaise with external research contractors, as needed, on behalf of the FEP and IPT Scientific Directors, as well as the IPT and FEP program directors
  • Complete impact reports for FEP programming
  • Contribute to preparation of FEP stewardship reports, and reviews stewardship reports for accuracy
  • Develop FEP program overview documentation, including website content
  • Coordinate and assist with developing a range of research-related activities including conferences, symposia, and other programming
  • Liaise with faculty, students and stakeholders as appropriate for successful completion of research and execution of outreach
  • Contribute to the development of grant applications and donor pursuit material
  • Make recommendations to policy or procedural changes to increase the operational efficiency of FEP, IPT and SPP objectives
  • Responsible for CFREB ethics approval, both assisting with the development of ethics applications and developing information for remittance to CFREB


  • Collaborate regularly and closely with FEP and IPT team members (i.e., participation in project meetings and brainstorming sessions) as required to conduct research, obtain and verify results, and to assist research related outreach activities associated with the program
  • Responsible for collecting FEP team content for internal employee newsletter
  • Assist in the establishment and organization of program advisory councils and committees
  • Interact frequently with internal and external stakeholders in the area of research to maintain strong working relationships and ensure that research is conducted in a timely manner. This includes gathering information and also to share research findings with stakeholders as needed

Qualifications / Requirements:

  • Completion of at least a Bachelors degree in economics, public policy, international affairs, or related area with a focus on fiscal and regulatory policy and international policy and trade  issues, with a strong preference for a Masters degree
  • 2-4 years research and project management experience is highly desirable or at least 1 year of research experience in a related field
  • Knowledge of fiscal and regulatory policies, especially by municipal governments, is an asset;
  • Experience with research initiatives in a University setting is an asset;
  • Excellent interpersonal and communication skills;
  • Works independently with little direction and applies analytical skills for the collection, formatting, analysis and effective presentation of research data.
  • Proficiency in relevant technical software (statistical, graphics, web and database tools, etc.) in addition to Microsoft Office programs (Word, Excel, PowerPoint);
  • Demonstrates personal initiative, sound judgement, innovation and problem-solving skills;
  • Ability to multi-task and meet multiple simultaneous priorities in an effective, efficient manner;
  • Requires strong organizational and time management skills, accuracy, strong attention to detail;
  • Ability to communicate effectively with internal and external stakeholders at all levels of the organization.
  • Demonstrates ability to work independently in performance of day-to-day duties but also to work effectively within a team environment when needed
  • Ability to follow established procedures for research work, but also displays ability to be innovative with respect to suggesting new procedures/evaluation methods.
  • A relevant combination of skills and experience will be considered
