Position Overview

The Application and Web Services in the Information Technologies is currently seeking a Full-time Regular Specialist, Geographic Information Systems (GIS).

This position is within the Applications and Web Services team in Information Technologies, reporting to the Associate Director, Applications and Web Services.  The position will require working closely with staff and a multitude of internal and external stakeholders (e.g. academic, students, and contractors).

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

Development and Maintenance

  • Plan, install, upgrade, administer and maintain GIS infrastructure, systems and databases
  • Manage data, model spatial databases and maintain spatial data (consistency, accuracy, updating)
  • Develop and maintain customer software, web GIS, create maps and design GIS interfaces
  • Conduct performance monitoring and tuning, capacity planning, space management, quality assurance and disaster recovery planning to ensure the systems are secure and reliable
  • Provide technical support and consultation to people in Facilities Management & Development and other faculties and departments on campus
  • Collaborate with related University departments to maximize partnership opportunities
  • Periodically evaluate plan performance, survey industry and/or market to determine/maintain the University¿s competitive position in GIS technologies
  • Lead the development and maintenance of educational content and communication tools
  • Responsible for staying abreast of related new technologies and the university as a whole to ensure prompt and accurate compliance
  • Performs other related duties or projects as assigned


  • Provide quality leadership to support staff through developing, maintaining and modeling positive working relationships and supporting successful operation of the team
  • Ensure staff members are well trained, competent, supported in their work and encouraged in their development
  • Foster a service oriented approach

Functional and Usability Testing

  • All solutions are adequately tested according to test plan documentation


  • Effectively manage all external professional relationships including coordinating deliverables and expectations.
  • Demonstrate friendly, complete, competent customer service and support at all times in all situations
  • Demonstrate a willingness to participate in Team environment for information, skills and knowledge sharing
  • Demonstrate a willingness to keep technical knowledge current

Qualifications / Requirements:

  • Minimum of a BSc or Diploma in Geographical Information Systems (GIS)/Geomatics related field. Preference will be given to candidates with a Master´s degree. Computer Science degrees will also be taken into consideration
  • 3-5 years of professional experience relating to GIS management and server administration
  • Strong administrative computer skills in Windows environment
  • Strong organizational, communication (verbal and written) and interpersonal skills
  • Positive attitude with a strong desire to succeed
  • Experience with data collection, tracking, measuring, and reporting
  • A high degree of accuracy and attention to details is required
  • Proficient in defining and executing the steps required to build geospatial solutions that meet a variety of business needs
  • Capable of working with different survey grid systems and coordinate reference systems
  • Skilled in maintaining and updating a Corporate GIS database, conducting spatial data conversions, and working with imagery data and large volumes of digital files
  • Strong understanding of modeling large irrigations systems (hydraulic and electronic)
  • Past experience with high voltage electrical networks
  • ITIL certification an asset

Technology specific qualifications include:

  • 3-5 years working with ESRI ArcGIS, ArcSDE and ArcSERVER
  • Proficiency with ArcGIS10 (or higher) and Microsoft Office products
  • Ability to program in Python
  • SQL Server experience and AutoCAD are major assets
  • .net programming, C#, VB, JavaScript and FME are major assets
  • Must demonstrate the ability to effectively manage multiple tasks of varying complexity, ability to work autonomously and under pressure, as required
  • Require a general knowledge of the culture and operating procedures of the university
