Manager, Web Services, Application and Web Services, Information Technologies

Position Overview

Solutions & Service Delivery within Information Technologies is currently seeking a Full-time Regular Manager, Web Services .

This position reports to the Associate Director, Applications and Web Services, in Information Technologies. The Manager, Web Services is responsible for leading the Web Services team in the development and support of websites within the Enterprise Web Content Management System (based on the Drupal platform). Integration and collaboration with the University Relations (UR) Marketing team is an essential and continuous activity in this position.

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

LEADERSHIP (60%)

  • Responsible for team leadership,incident delegation and performance management
  • Hold delegated timesheet approval for the team
  • Responsible for budgeting and purchasing approvals when the Associate Director, Applications and Web Services is absent
  • Hold shared responsibilities with the Associate Director, Applications and Web Services, in screening applicants and in conducting job interviews
  • Identify, recognize and document opportunities for process improvement carried out by the team
  • Collaborate with University Relations (UR) to ensure the Web Services team maintains alignment with the digital experience defined by UR
  • Advise and mentor team members, internship students and student employees on proper operational procedures and guidelines
  • Ensure team members, internship students and student employees have accurate and relevant technical information
  • Continually show leadership in customer service and web development
  • Ensure all standards and policies are communicated and adhered to
  • Regular attendance of UC IT change management meetings to ensure adherence to processes, and identify potential issues with service interruption

DEVELOPMENT AND MAINTENANCE (15%)

  • Support the Web Services development team with overall technical direction
  • Provide oversight for specific development challenges if they arise, working with the developers for timely and appropriate solutions
  • Ensure that Web Services callers receive confirmation of the receipt of their request
  • Ensure trouble calls assigned to this position are resolved and that adequate notes are kept 

CLIENT SERVICES (10%)

  • Demonstrate good comprehension of the UC IT services and processes
  • Define and lead the Web Services service catalog
  • Arrange and implement the migration of websites for faculties and departments

COMMUNICATION/RELATIONSHIPS (10%)

  • Demonstrate friendly, complete, competent customer service and support at all times in all situations
  • Demonstrate a willingness to participate in team environment for information, skills and knowledge sharing
  • Demonstrate a willingness to keep technical knowledge current

PROJECT MANAGEMENT (5%)

  • Show a willingness to provide input to strategic planning for the Web Services support, to ensure that the level of service is constantly improving
  • Work with the UR Marketing group to coordinate work intake, with appropriate scoping for definition, planning, development, and release

Qualifications / Requirements:

  • Completion of an undergraduate degree related to computer science or equivalent combination of skills and experience in a development or support area is required
  • Excellent verbal and written communication skills including the ability to work productively with technical and non-technical staff and clients. The ability to explain complicated technical issues in non-technical terms is a considerable asset
  • Previous supervisory experience is necessary; experience in a unionized environment is an asset
  • Proven customer service skills
  • High organizational skills with ability to prioritize and meet deadlines
  • Experience with web site design, development, delivery, and maintenance
  • High-level of knowledge of web content management systems,specifically in the Drupal platform

Specific qualifications include:

  • Experience with LAMP development
  • Experience PHP 7/PSR-2 standards
  • Experience with UNIX systems administration; Bash shell scripting is an asset
  • Experience with web programming (HTML5, CSS3, Javascript/jQuery)
  • Experience with MySQL / MariaDB
  • Experience with SEO/SEM, Accessibility (WCAG, Section 508)
  • Knowledge of best practices for digital design and an understanding of the principles of responsive design
  • Experience with Agile methodologies
  • Experience with data integration, such as working with XML, JSON and REST API
  • Familiar with current digital design practices and the ability to design for a variety of audiences
  • Experience multi-branch Git development; using CI/CD processes would be an asset
  • Experience with Service Management / Incident Tracking software would be an asset

Desired additional experience:

  • Testing and integrating community contributed Drupal modules
  • Custom Drupal module development
  • ITIL certification
  • Demonstrated ability to effectively manage multiple tasks of varying complexity, to work autonomously and under pressure
  • This position requires a general knowledge of the culture and operating procedures of the university
