Position Overview

The Office of Research Services within the VP Research Office is currently seeking a Full-time Regular Contracts & Compliance Officer .

The Legal & Intellectual Property (IP) Unit in Research Services plays a vital role in the research process at the U of C, helping University Researchers understand and comply with a broad range of policies and procedures relating to research funding and commercialization.
This position has been created in response to compliance requirements recently imposed by major funding partners relating to conflict of interest and ethical conduct. The integration of this function in the Legal & Intellectual Property Unit represents an expansion of the policy compliance role currently performed by the Unit while still maintaining a connection to its core function of agreement negotiation and completion.

Reporting to the Manager, Agreements, the Contracts and Compliance Officer will play a central role in the Legal & IP Unit, acting as the first point of contact for a very high volume of confidential inquiries and disclosures from researchers in all faculties, and requiring liaison with external funding agencies and other University administrators including Associate Vice-Presidents (Research), Associate Deans, Senior Legal Counsel / Research. In addition to advising and explaining policy compliance requirements, policies and procedures, the Contracts and Compliance Officer will manage administrative processes supporting those policies. The Contracts and Compliance Officer may also assist with the completion of more complex agreements related to industry sponsored funding and commercialization matters.
Operating under minimal direction, the Contracts and Compliance Officer is expected to facilitate the University's compliance with external requirements of a highly sensitive nature. Professional judgment, discretion and a high attention to detail are needed.

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

  • Development of processes and procedures to support emerging University Policies relating to :
    • Conflicts of Interest and Commercialization, under guidance from Senior Legal Counsel / Research and senior management to meet compliance requirements of external funding agencies
  • Continuous monitoring and improvement of those processes and procedures, together with integration of feedback from Senior Legal Counsel, AVPs Research, Associate Deans and senior management
  • Interpretation of existing University policies relating to research, including Intellectual Property, Indirect Costs of Research, and Integrity in Scholarly Activity
  • Support activities of a Committee designed to evaluate issues in Financial Conflicts of Interest, creating detailed dossiers on pending cases, obtaining additional information where required by Committee, taking minutes of meetings and coordinating release of decisions
  • Management of Highly Confidential Information
  • Create processes for management and protection of highly confidential personal financial information to support evaluation by Committee, and provide disclosing persons with a high level of confidence in those processes
  • Liaison with Key Funding Partners
  • Communicate decisions of Committee to funding partners, as required by terms and conditions of funding
  • Understand basic legal issues relating to research contracts and grants, including intellectual property, confidentiality and publication rights
  • Develop agreements for review and approval by Manager, Agreements and Senior Legal Counsel / Research
  • Develop and maintain trustworthy and productive working relationships with all stakeholders, including University researchers, other University departments and external sponsors
  • Exchange information with the Manager, Agreements on the status of files and expected time lines for completion
  • Create and maintain highly-organized records in both electronic and paper format
  • Establish priorities for completion of work according to the priorities of the Legal & IP Unit
  • Participate in long range planning process for the Legal & IP Unit, offering suggestions for improvement of workflow and internal procedures

Qualifications / Requirements:

  • Superior analytical skills, especially relating to the application of written policies and procedures to specific fact situations and determining an appropriate course of action based on that analysis
  • Excellent process management skills, enabling the development of processes and systems capable of supporting policy requirements, on-going evaluation of the effectiveness of those processes and making continuous improvements
  • Highly developed understanding of the fiduciary relationship created by acceptance of confidential personal financial information and ability to communicate this understanding and generate trust with disclosing persons
  • Exceptional interpersonal skills, with a proven ability to communicate effectively and professionally at senior levels in the organization
  • Strong Customer Service attitude and demonstrated experience managing high-volume workloads
  • Good writing skills and an ability to review documents with a keen eye for detail
  • Highly organized, with the ability to manage multiple competing deadlines and function well under pressure
  • High level of proficiency with MS Office suite, and ability to quickly master new software programs
  • An undergraduate University degree or equivalent post-secondary training with relevant work experience
  • Five to eight years experience in a legal environment or in a policy development or contract management role will be favourably considered, but equivalent work experience will be considered. In all circumstances, experience demonstrating a high level of initiative, involving problem-solving and the independent exercise of judgment within guidelines set by management will be highly valued
  • Experience in a University environment will be highly valued, but is not essential requirement for this position
  • A strong working knowledge of MS Office suite, and ease with various databases (including MS Sharepoint) is required
