Officer, Student Academic Appeals, University Secretariat

Position Overview

The University Secretariat is currently seeking a Full-time Regular Student Academic Appeals Officer.

This position reports to the University Secretary, and will lead and operate the University Student Academic Appeals Office. This is a newly created office and, once established, this office will operate all aspects of the University student academic appeals process, including:

  1. In consultation with appropriate University staff, developing for approval comprehensive policies and procedures, and updating systems, regulations, templates and all other documents and processes related to student academic appeals at the University;
  2. Coordinating and supporting academic appeal bodies at all levels;
  3. Training academic appeals committee chairs and members in the academic appeals processes and those involved in student advising on campus about student academic appeals;
  4. Intake and management of individual student academic appeals;
  5. Advising on process and coordinating the engagement of external advisors as required;
  6. Attending and supporting committee meetings and hearings;
  7. Assisting in drafting academic appeal decision letters;
  8. Maintaining academic appeals records;
  9. Maintaining data on student academic appeals and producing an annual report; and
  10. Creating and managing a student academic appeals website and communications on student academic appeals.

Position Description

The Student Academic Appeals Officer is the institutional expert on the student academic appeals system, the manager of the administration of the student academic appeals processes and a steward of good governance practice as it pertains to student academic appeals. The Officer position reflects a high degree of independence, requirement for broad institutional knowledge, awareness of best practice in Canadian universities, reliance on sound judgement in high-stakes issues, and the ability to make critical decisions of consequence, often in a highly-charged environment and with the consequence of judicial review in the balance.

 

Summary of Key Responsibilities (job functions include but are not limited to):

  • Responsible for the leadership, management, administration, and the internal and external coordination of all activities related to the student academic appeals process
  • Provides advice to academic appeal bodies, chairs and all levels of administration about student academic appeals regulations, processes and practices, and student academic appeal-related matters
  • As requested, provides advice to student non-academic appeal bodies, chairs and all levels of administration about appeal regulations, processes and practices, and related matters
  • Maintains effective record-keeping systems and tools, including those for search, management, data base, records and information resources, in hard copy and/or electronic environment
  • Plays a central role in the development and drafting of policies, procedures, regulations, systems, templates and all other documents and processes related to student academic appeals at the University
  • Identifies problems and trends, conducts research, consults with stakeholders, recommends and tests solutions, analyzes implications of possible new processes and policies, and then drafts proposals to amend relevant documents
  • Receives academic appeals on behalf of the University for all parties in accordance with the applicable regulations and policies, and manages individual academic appeals through the system
  • Administers regulations and provides procedural advice to academic appeal bodies in advance of, and during meetings and hearings
  • Facilitates a full exchange of written submissions between the appellant and respondent, coordinates and schedules meetings and hearings and oversees all correspondence and contact during the student academic appeal process
  • Makes sure all parties, advisors and witnesses understand the student academic appeal process, the academic appeal regulations and how those regulations and processes are applied in individual cases
  • Conveys the academic appeal body's decision to the appellant/respondent and their respective advisors
  • Populates student academic appeal bodies
  • Trains and oversees support staff members who assist with the administration of student academic appeals
  • Develops, delivers and facilitates training and information sessions regarding fair process in student academic appeals
  • Writes an annual report which provides statistical information for all University-level student academic appeals as required by General Faculties Council

Qualifications / Requirements:

  • Law degree (with eligibility to practice law in Alberta)
  • 7-15 years' experience primarily in regulatory or litigation, with a focus on administrative law
  • Strong drafting and negotiating skills
  • Excellent judgment and the ability to address issues by developing solutions that are practical and mitigate risk in an acceptable manner
  • Excellent communication and mediation skills coupled with an outstanding ability to manage opposing parties who are engaged in a quasi-judicial process, applying skills such as facilitation, listening, conflict resolution, creativity and problem solving
  • Ability to explain complex concepts and advise in a clear, practical manner to audiences of varying sophistication
  • Ability to maintain a calm, professional manner in an atmosphere that can be a highly-charged, demonstrating diplomacy, integrity and flexibility
  • Ability to be discrete and able to handle highly confidential and sensitive material using well-developed discretion and judgment
  • Ability to design educational and training programs, along with the public speaking and presentation skills to deliver those programs effectively
  • Ability to work both independently and proactively, and collaboratively with a wide variety of stakeholders
  • Excellent organization, detail orientation and demonstrated ability to manage competing priorities and deadlines
  • Ability to provide clear direction, guidance and supervision to others who are involved in administering student academic appeals
  • Demonstrated ability to work in a large organization across departments and/or among institutions and other organizations
  • Demonstrated ability to identify the need for new abilities on the job and take the initiative to add knowledge and skills through research and by seeking and taking advantage of opportunities for development
  • Experience in a post-secondary education environment and/or an administrative tribunal environment
