Financial Operations Analyst, Financial Operations, Finance

Position Overview

Financial Operations within Finance is currently seeking a Full-time Regular Financial Operations Analyst.

Reporting to the Manager, Financial Operations Accounting, this position provides expertise in the administration and assessment of cross functional record updates, and plays an important role in the provision of data integrity and analysis review services for financial operations related transactions.  This role operates independently, with minimal supervision, and displays strong organizational, analytical, communication, and problem solving skills as this position is expected to liaise with internal stakeholders outside of the unit regarding issue resolution and advice.

This position requires a comprehensive understanding of finance, budget, payroll, and human resources data integration and cross-functional impacts, as well as the ability to operationalize and navigate complex processes, concepts, and relationships.   The individual will use professional judgment in respect of data, process and system review, as required, to maintain the integrity of human resource and financial data.   Accuracy, thoroughness, initiative, and flexibility is required as the position is accountable to manage multiple priorities and competing deadlines.

The individual will be privy to information of a confidential and sensitive nature so discretion and professionalism is imperative, as well as knowledge of related University protocol, policies and procedures.  Workload is steady with peaks related to budget and pay period deadlines, as well as month and fiscal year ends, and special project deadlines that require additional effort.  Stress resulting from work pressure is moderate in this position and the individual is accountable to perform at a fully proficient level.

 

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

Position Management - Administration, Compliance, & Collaboration

  • Manage the approval of all position data requests via HR workflow and operationalize the creation, activation, and/or modification of positions and position- related data
  • Administrate integration of position records to meet human resource, budget, and finance needs:
    • Collaborate with Financial Services to ensure timely maintenance of accurate position funding and budget related data
      • Ensure position data in sync between Hyperion and PeopleSoft
    • Collaborate with Human Resources to ensure timely maintenance of position data that complies with the needs of HR Services, Operations, and Recruitment
      • Ensure alignment of vacant positions and  statuses with regards to new positions and postings
  • Ensure compliance with Position intake rules:
    • Analyze weekly, monthly and quarterly position reports to ensure the integrity of vacant and filled positions
    • Support finance and human resource partners, liaising with both to understand and advise regarding position data requests and ensure integrity of position data at the faculty and department level
    • Collaborate with Human Resources to develop and provide end—user learning resources related to maintaining position data – action conditions and constraints
  • Collaborate with Human Resources and Financial Services to develop and maintain the position management framework
    • Partner with key internal stakeholders to continuously seek improvements to processes, procedures, reporting, and compliance
  • Provide Tier 3 support for ISC and end-users to assist with issues and or questions related to position management

Technical Accounting and Analysis

  • Prepare monthly reconciliation of Accounts Receivable, Accounts Payable, and Payroll related asset and liability accounts as required
    • Prepare formal documentation and provide to Financial Reporting
    • Facilitate resolution of outstanding/reconciling items
  • Prepare month-end accrual journal entries as required
  • Facilitate payments to third party vendors and benefit carriers as required
    • Verify payment and data integrity between PeopleSoft modules
    • Prepare internal and external documentation as required
  • Update payroll accounting transactions into PeopleSoft as required
  • Research, review, advise and recommend regarding resolution of unique issues and projects as they relate to financial operations accounting transactions and changes

Process and Reporting

  • Ongoing assessment of impacts to unit process and downstream reporting with regards to financial operations transactions as they relate to accounting and analytical tasks/projects
  • Identify business and system process improvement initiatives and contribute to the analysis and re-engineering of those processes.
    • Remain current with institutional direction and initiatives to ensure procedures meet the current and emerging needs of the University
    • Support change efforts as required
  • Ad hoc analysis and projects as required

Decision Support Services

  • Respond to stakeholder requests for information and/or issue mitigation and resolution:
    • Provide timely problem solving, accurate data analysis, and recommendations to ensure ongoing data accuracy and integrity
  • Provide operational expertise to the Financial Operations portfolio on accounting related issues.
  • Contribute to an environment that fosters quality improvement

Communications/Relationships

  • Proactively develop and maintain collaborative, productive, problem-solving working relationships with colleagues, staff, and management
    • Collaborate/liaise with other functional areas to on accounting issues and/or issue resolution and information exchange
  • Develop communication materials that are timely, informative, confidential, in the appropriate format, and tailored to the level of the end user

Qualifications / Requirements:

  • Completion or near completion of a Professional Accounting designation (CPA)
  • Work experience in various accounting and analyst functions (2+ years)
  • Experience with business analysis and able to provide recommendations and implementation support
  • Strong interpersonal skills and capable of building and maintaining productive and collegial working relationships
  • Proficient to expert level use of computer software applications including Excel, PeopleSoft (navigation and query), data warehousing and other business intelligence query tools
