Position Overview

The FD Project Management Office within the Facilities Development is currently seeking 2 (two) Full-time Regular Senior Project Managers.

The mandate of the Project Management Office (PMO) is to assume responsibility for the successful delivery for all capital projects on campus, inclusive of new construction, building renovation/refurbishment and/or upgrading of existing capital infrastructure. In fulfilling this work, the PMO collaborates extensively with the Project Sponsor, Campus Planning, Campus Engineering, Office of Campus Architect, Facilities Management, Office of Sustainability, Employee Health and Safety and Supply Chain Management to ensure that deliverables achieve the intended outcomes. Additionally, in fulfilling this mandate, the PMO assumes an active oversight and coordinating role in directing and monitoring the performance of contractors and design consultants. The intended objective is to ensure that all projects are delivered effectively, efficiently and meet the performance targets and objectives as set out in the Project Charter. The Senior Project Manager will be responsible for assigned capital projects assigned to their Project Management teams and will be responsible to manage numerous tasks and conflicting priorities which will require organization, prioritization and effective time management.

The Senior Project Manager reports to the Director, Project Management Office, and is responsible and accountable for managing the overall delivery of all phases and facets of capital projects assigned to their Project Management teams, including initiation, planning, execution, monitoring & controlling, and close out activities. The Senior Project Manager will also provide professional advice and direction to the project team (consultants, contractors and stakeholders) with respect to project delivery techniques, standard operating procedures, constructability, and preparation of materials to ensure adherence to university requirements in concert with Project Management best practices.

The nature of the work necessitates that the Senior Project Manager accomplish much of his/her work through the effective management of project teams involved with the planning, design, construction, and commissioning of capital projects. Effective communication is a key skill for the Senior Project Manager to possess.

The normal work schedule is 35 hours per week. Overtime, including weekend and out-of-hours meetings & inspections may be required. This posting may be used to fill multiple positions.

The position is responsible for leading, developing, managing, and delivering the project teams who are assigned capital projects from inception through detailed design, implementation and close out. Projects shall adhere to the PMO Project Delivery Process.

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

  • Lead and manage capital projects and teams by ensuring all aspects of execution, control, monitoring and closure for assigned capital project(s) are fully implemented.
  • Work collaboratively with Supply Chain Management to procure the required design and contracting services and strictly adheres with university procurement and finance policies and procedures.
  • Act as the primary resource for solutions to challenges relating to assigned projects and various strategic initiatives. In addition, provide expertise and act as a technical resource for project teams.
  • Responsible for the training, development, and support of their assigned Project Management teams.
  • Ensure that assigned projects are completed on schedule, on budget, and to the specified performance criteria & specifications set out in the Project Charter, contracts, in-depth project plan and design documents.
  • Coordinate the creation and assembly of all documentation with their team which complies with the university’s sanctioned Project Delivery Process, including but not limited to project charters, business cases, funding approvals, monthly/quarterly reports, cost monitoring reports and standard project management tools.
  • Working with Supply Chain Management and Legal, the Senior Project Manager actively participate in the engagement of consultants and general contractors/construction managers.
  • Make independent decisions on work methods and procedures while identifying practical and economical solutions to the various challenges which may be encountered during the project implementation.
  • Continue to develop and deploy project management best practices, methods, and processes.
  • Ensure compliance with university standards, policies and procedures and ensures that work is completed in compliance with applicable building codes and other relevant legislation and regulation.
  • Monitor, handle escalations, report, and provide recommendations to management on all relevant projects, as well as perform quality assurance reviews of all projects and contracts to assess compliance with approved delivery policies and sound project management practices, estimating, budget preparation.
  • Ensure completion of deliverables and adherence to timelines; track milestones and timelines across projects and institutes necessary workflow, personnel, and financial resource allocations, making alterations when necessary to meet expectations of clients; analyze and resolve issues that have the potential to jeopardize performance and/or ability to meet agreed upon deliverables; analyze financial and operational reports.
  • Ensure all project documentation is properly initiated, authorized, and maintained, as well as filed appropriately for project record purposes.
  • Ensure safety standards as required by the University of Calgary and Employee Health and Safety are adhered to on all project sites.
  • Must have a proven record of providing superior customer service including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Review and approve claims and invoices, while effectively managing all changes and related documents on the project with their team and ensures update of project costs and reports.
  • Supervise and manage staff in multiple roles and phases of development including hiring, delegation of work, performance management and disciplinary action up to and including termination.
  • Provide day to day supervision over the activities of the Project Manager and Project Coordinator assigned to him /her plus performs performance management.
  • Provide leadership and direction to the project delivery team by helping to establish goals and objectives for team members, monitor and evaluate the achievement of goals.
  • Manage and provide guidance with public/community engagement activities, keeping Senior Leadership informed and engaged where required.
  • Undertake recruitment activities for the team.
  • Support the Project Manager and Project Coordinator in the development of planning documentation including Project Charter and Risk Register.
  • Develop a plan with the PM for chairing project committee meetings and provide leadership to resolve major project issues.
  • Working with university stakeholders, external consultants, and contractors, ensure the effective planning, preparation, execution and monitoring of construction schedules and budgets within established parameters.
  • Ensure project expenditures, contractual commitments, and contract changes, are well documented and controlled and approved within established guidelines.
  • As much of the capital project delivery takes place in an environment of ongoing campus operations and business, project tasks and activities must be scheduled, coordinated, and delivered such that the project can be delivered in an efficient, effective, safe, minimally disruptive and environmentally sustainable manner.
  • Routinely handle potentially sensitive and confidential information involving multiple projects. Communication with clients at all levels including senior personnel is routinely required.
  • Chair project committee meetings and provide leadership to resolve major project issues.
  • Ensure appropriate communication strategies are established and processes are followed.
  • Provide leadership and direction to a project delivery teams by establishing goals and objectives for team members and monitor and evaluate the achievement of goals.
  • Mentor, coach and develop staff and identify developmental opportunities to develop and maintain a high level of service.
  • Provide direction and assistance to resolve complex or contentious issues.

Qualifications / Requirements:

  • Experience in the renovation or development to professional research, laboratories or clinical space is preferred. Related experiences may be considered.
  • Experience leading major capital projects with successful LEED Building certifications is considered an asset.
  • Experience relating to construction with CSA Infection and Prevention Control guidelines is preferred.
  • A degree in engineering, architecture, business, or other discipline which emphasizes planning and organizational skills, alternatively a certificate or diploma from a post-secondary institution with a focus on project management, construction or a design related discipline is preferred. Equivalencies in experience may be considered.
  • Minimum of 5 years of progressive project management experience involving large, complex facility projects, preferably involving the design and delivery of complex laboratory or clinical spaces
  • PMP designation from the Project Management Institute or a commitment to obtain a PMP designation within one year is preferred.
  • Excellent verbal and written communication, planning and organizational skills.
  • Capable of multitasking and able to respond well to rapidly changing needs and priorities.
  • Adept at preparing and managing budgets; possess a mathematical aptitude.
  • Familiar with, and able to, understand construction drawings and documents.
  • Experienced with the tender and bid process, progress claims, release of holdbacks and have knowledge of the Alberta Prompt Payment and Construction Lien Act and Alberta Building Code.
  • Familiar with the construction process, CCDC/CCA & RAIC forms of agreement, as well as construction and professional consultant reimbursement methodologies.
  • Experienced in analyzing information and data, formulating and documenting project work plans, and work break out structures.
  • Competent in the use of computerized project management systems. Examples including, but not limited to, Archibus PM module, Microsoft Projects, and other project management software.
  • Ability to lead and supervise others and work well in a team environment.
  • Developed skills in problem solving and conflict resolution.
  • Superior flexibility and ability to respond well to rapidly changing needs and priorities.
  • Ability to maintain good judgment under pressure with attention to detail.
  • Strong interpersonal, written, and verbal skills along with the ability to establish and maintain relationships with potentially difficult and demanding project stakeholders.
  • Strong planning and organizational skills.
  • Ability to multitask and efficiently allocate time among multiple assigned projects.
  • Ability to prepare and maintain comprehensive project documentation for each assigned project, including but not limited to budgets, forecasts & cost control, meeting minutes & agendas, change management, schedules, reports, submittals, etc.
  • A valid Class 5 driver’s license (cannot be a graduated license) with proven good driving record (abstract required).
