The Infrastructure and Space Management Team in the Faculty of Science is currently seeking a Full-time Regular Manager.

The Faculty of Science at the University of Calgary is burgeoning as a destination for research talent and action- oriented students. Recognized as an expert within their field, the Manager is responsible for quality assurance of all physical and technical infrastructure and space in the Faculty of Science. Responsibilities include effective strategic planning, management and operation of all physical infrastructure and facilities in support of the teaching, research, and administrative functions of the Faculty of Science. The infrastructure spans 8 buildings, occupying roughly 200,000 m2, and includes buildings, laboratories, classrooms, and offices, as well as field stations, eco-reserve and greenhouses, serving the needs of the Faculty's academic and administrative activities. A core responsibility of this role is acting as the main point of contact between the Faculty of Science and external parties during the planning and construction of a new building ensuring the needs of the Faculty of Science are being communicated and considered throughout the project.

The Manager reports to the Director of Operations with strong accountability to the other members of the Faculty of Science Leadership Team. Work involves management of competing interests with multiple and simultaneous deadlines. The incumbent will lead, advise, and balance multiple priorities, think creatively, and provide direction and leadership for initiatives and projects within the scope of the portfolio. Acting decisively, while exercising a high degree judgment, the incumbent plays a leadership role in establishing and directing a framework aligned with university practices to effectively manage and deliver capital and other facilities projects, and proactively initiate and contribute to the development and implementation of policies, strategies, procedures and processes. A principal part of the post is to brief and present to Faculty of Science leadership team.

As the primary point of contact for all matters related to infrastructure and technical projects, a core function is promoting effective relationships and enhancing the professional reputation across the Faculty of Science, with centralized University services (such as Facilities, IT, Security and Risk), and with multiple external parties (such as architectural, engineering consultants and contractors). The impact of error is extremely high as decisions could broadly impact across the Faculty of Science and the University.

The level of stress correlates directly with a high volume of work dictated by overseeing multiple complex projects simultaneously, overseeing the expenditure and management of appreciable funds, working with Faculty of Science stakeholders and external partners while maintaining high standards of accountability. The standard work week for MaPS is 35 hours; however, the accountabilities of this role are outcome based and hence flexible workings hours and overtime will be necessary for time-sensitive projects or during periods of high demand. The incumbent will also serve as an emergency contact, as required. Diplomacy and sound judgment at a high level are essential in the position and therefore the incumbent must manage work time and hours of work to ensure all accountabilities are met in a timely fashion.

Summary of Key Responsibilities (job functions include but are not limited to):

Strategic Leadership

  • Contribute to the implementation of the Faculty of Science strategic goals through ensuring professional, effective operations with a high level of quality assurance in the activities related to the portfolio.
  • In collaboration with the Director, develop short- and long-term space allocation and physical infrastructure plans to meet Faculty of Science requirements and ensure alignment with the Faculty of Science and University strategic goals.
  • Develop and monitor key performance indicators (KPIs) to identify progress toward strategic goals and make informed strategic decisions.
  • Work with Facilities Development and Faculty of Science departments and units to develop Space Master Plans.
  • Provide planning framework to maximize funding streams from various internal and external sources (including major granting agencies).
  • Serve as a critical resource to Heads and designated space contacts including assisting with compliance with all applicable government legislation and University policies.
  • Provide updated information and reporting to Facilities Development and Facilities Management as required.
  • Provide input to the annual budgeting process and consider budget when making operational decisions.
  • Prepare and present formal reports on progress of strategic initiatives.
  • Provide regular updates, opportunities and issues related to the portfolio (such as renovation projects and associated budgets, space utilization, new building, etc.).
  • Build and maintain positive relationships with key stakeholders, both internal (Faculty of Science academic and administrative staff, University partners) and external (community partners, vendors, etc.).
  • Lead and manage change initiatives ensuring supports are in place for the teams to adapt smoothly to new processes.
  • Continue own personal development, learning and training.

Infrastructure Oversight and Space Management

  • Manage, control, supervise and advise on all aspects and use of Faculty of Science teaching, research and laboratory space including infrastructure, furniture, equipment, and technology.
  • Be the principal advisor and communication conduit for the Faculty of Science and UCalgary Campus Planning, Facilities Management, and the Project Management offices.
  • Implement the Faculty of Science space and physical infrastructure plans through developing and implementing processes relating to their allocation, utilization, development, and renovation.
  • Facilitate and execute the effective use of space resources within the Faculty of Science (in alignment with the Faculty of Science Space Master Plan and utilization guidelines, Campus standards, the Academic Plan, and the Faculty of Science and Departmental research and strategic plans).
  • Identify needs for additional space and major renovation requirements and potential capital projects based on University and Faculty priorities. including identifying critical new infrastructure to provide additional space.
  • Lead and develop proposals and functional designs for significant renovations, upgrades, and new buildings (i.e. Capital Projects).
  • Act as the Faculty of Science main point of contact and is the conduit to all units within Facilities Management and Facilities Development, Environmental Health and Safety and other centralized university units, as required.
  • Acts as an expert resource in support of CRC, AERI, CFI and other major granting agency opportunities.
  • This position will liaise with the Faculty of Science Consultant, Environmental Health and Safety regarding any health and safety issues pertaining to Faculty of Science space and with the IT Partner regarding issues related to IT requirements.

Human Resources and Administration

  • Provide leadership and guidance to team members to achieve their best performance and maintain high levels of service and engagement.
  • Perform all human resource processes for direct reports, such as recruitment, onboarding, training, cross-training, HR administration, career progression, performance, termination, and offboarding processes.
  • Lead collaborative, cohesive teams through excellent role modeling and coaching, ensuring a breadth of skill and development of the teams.
  • Ensure staff workload is balanced effectively among team members.
  • Address and resolve any issues within the team in a fair and timely manner to maintain a positive work environment.
  • Facilitate clear and open communication within the team, ensuring that information is shared effectively, and staff concerns and suggestions are heard and addressed.
  • Facilitate communication between departments and/or teams.
  • Ensure adherence to University and Faculty of Science policies, processes, and standards.
  • Assessing procurement needs of the portfolio, ensuring cost-effectiveness, compliance with procurement policies, and timely delivery.

Qualifications / Requirements:

  • Professional degree with an emphasis on architecture, planning, interior design, professional facilities management, infrastructure sustainability, civil/structural engineering.
  • A combination of education and experience in Trades will be considered, particularly as they relate to a university or other scientific context.
  • 10+ years of leadership experience with senior infrastructure management experience in a large university or other large, complex organizations.
  • Experience in facilities management of laboratory or other research and teaching environments and knowledge of scientific laboratory research and instructional activities, instrumentation and associated infrastructure requirements is an asset.
  • Experience in strategic planning, execution, and reporting with an emphasis on infrastructure projects.
  • A proven track record of effective project management experience with building design, construction, and/or engineering systems.
  • Strong leadership, project management, work organization, negotiation, and process management skills are essential.
  • Demonstrated ability to identify and analyze business needs and participate in the development of budgets, strategic objectives, and procedures, including the alignment of staff and resources.
  • Demonstrated ability to proactively establish priorities, manage multiple demands while meeting deadlines while working independently and as part of a team.
  • Experience with successfully implementing significant change that impacted services and operations.
  • Ability to communicate complex proposals and collaborate with teams of internal and external professionals such as managers, architects, engineers, etc.  to meet strategic goals.
  • Proficiency in computing skills, ability to contribute to and interpret architectural and engineering drawings.
  • Experience in bringing a customer service orientation in establishing working relationships based on respect and trust.
  • Experience in positively interacting and working effectively with diverse colleagues and communities internal and external stakeholders.
