Position Overview

Employee & Labour Relations in Human Resources is currently seeking a Full-time Regular Consultant, Employee & Labour Relations.

The primary purpose of the Consultant, ELR is to provide advice and internal consulting services within HR and to the faculty and unit leaders across employee groups. The Consultant participates in the ongoing development and improvement of programs and policies across academic and support staff groups. This position requires the exercise of independent discretion and the ability to recommend and implement solutions without day to day guidance. The Consultant is responsible for delivering consistent and accurate advice and must work with peers to ensure best practices are followed and knowledge of internal and external issues is shared. The Consultant must exercise analytical skills to identify and resolve complex problems. Key focus of efforts will include the improvement of existing programs and processes, maintaining compliance with collective agreements, communication and education of leaders and the coordinating and managing of related change across the University.

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

Consulting & Advisory Services

  • Provide expert recommendations/solutions related to the management of academic and support staff and ensure consistency throughout business practices and interpretation of collective agreement(s).
  • Identify and develop required policies, procedures, and documentation related to the support staff group.
  • Lead and implement program changes across the University including education and communication initiatives to the various faculties and departments.
  • Provide credible expert advice and consultation, education and support to the team as well as the extended team of Human Resources, staff, and senior leaders on group benefit plans and programs.
  • Collaborate with related University departments to maximize partnership opportunities.
  • Responsible for developing and maintaining productive working relationships with staff groups and union officials.

Relationship Management & Collaboration

  • Foster and maintain positive and effective problem solving relationships with the staff groups and union officials.
  • Participate in bargaining new collective agreements, negotiating letters of understanding, grievance and arbitration settlements and other complex legal agreements.
  • Maintain, negotiate develop, research and prepare bargaining agendas and collective agreements and serve on bargaining teams. 
  • Work with HR Services, employees and union officials to constructively resolve conflict.

Training & Education

  • Lead the development and maintenance of educational content and communication tools in a variety of mediums; including the facilitation of orientation and training for managers.
  • Responsible for staying abreast of related legislation and jurisprudence in order to act as an expert resource to Employee & Labour Relations and ensure prompt and accurate service delivery.

Qualifications / Requirements:

  • University degree in Industrial Relations, Human Resources, Business or a related field.
  • Minimum 3 years' experience in faculty or labour relations including experience in interpreting, applying and administering collective agreements (an equivalent combination of education and experience may be considered).
  • Demonstrated conflict management skills.
  • Experience in grievances, arbitration, collective bargaining, quasi-judicial boards including the Alberta Labour Board.
  • In-depth knowledge of labour law principles and jurisprudence.
  • Strong interpersonal skills with the ability to be a collaborative team member and a service delivery focus.
  • Demonstrated ability to develop and support the implementation of new programs and policies (including project management) with ongoing evaluation.
  • Strong verbal and written skills.
  • Demonstrated group facilitation skills, and ability to help groups reach a consensus.
  • Proficient in Microsoft Office applications.
  • Ability to work well under pressure with minimal supervision.
