Specialist - IT Project Management, Medicine IT, Cumming School of Medicine

Position Overview

The Department of Medicine IT in the Cumming School of Medicine is currently seeking a Full-time Limited Term Specialist - IT Project Management for approximately 24 months.

Reporting to the Manager, Customer Engagement, Information Technologies, the incumbent will work as a technology Project Manager within the Cumming School of Medicine.

The Project Manager works with minimal direction and through a consultative approach, setting their own priorities and deadlines. Stressors can be moderate to high and include varying client needs from project to project, concurrently managing a number of projects of intermediate to high complexity, and coordination in an environment where there is a high degree of ambiguity, continuous change, shifting priorities and demands from senior levels of faculty and staff. The ability to deal effectively with complex issues using critical thinking skills and initiating resolutions ensuring integrity of service is a must.

While the role does not require shiftwork, it is expected that the incumbent will engage in evening, early morning or weekend activities as required from time to time in order to address project and service demands.

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

  • Strategic Project Management
    • Guides and performs strategic analysis for the project; defines requirements
    • Leads project efforts including completing project scoping and LOE (level of effort) assessments
    • Organizes and manages all phases of the project to ensure on-time completion
    • Prepares requests for proposals and conducts necessary meetings to facilitate selection of project services and products
    • Plans and oversees the preparation and dissemination of project communications
    • Ensure projects are managed effectively, on time, on budget, and aligned with the departments or projects overall objectives
    • Responsible to maintain established programs & procedures
    • Tracks and reports on project budgets
    • Services meet the continuously changing needs of the department and the University
    • Applies project management best practices to all IT projects
    • Remains on the forefront of emerging industry practices
    • Provides consulting and advice with respect to business process reengineering opportunities related to the projects
    • Provides consulting and advice with respect to organizational change management practices within the project environment
  • IT Functions
    • Provides consulting, guidance and advice with respect to technology solutions
    • Supports information technology strategies by researching and implementing technological solutions
    • Liaises with UCIT to support the Security and Architecture requirements necessary for project implementation
    • Liaises with UCIT PMO to support the processes necessary for project implementation
  • People Management
    • Manages staff, assignment of duties, mentoring
    • Holds regular status meetings with project team
    • Reviews the status reports of team members and addresses issues as appropriate
    • Complies with and helps to enforce standard policies and procedures
    • Applies judgement and decision-making ability with faculty/business unit/department impact

Qualifications / Requirements:

  • A Bachelor's degree required, preferably in business administration, computer science, or management information systems is recommended
  • A combination of progressive PM experience in conjunction with project management formalized training will be considered
  • 8-10 years of progressive experience managing technology projects
  • A Project Management Professional (PMP) designation from the Project Management Institute is desirable
  • Strong technical background in the field of information technology is an asset
  • Familiarity with IT standards such as SSAE SOC2, ISO 27001, PCI, HIPAA/HITECH, NIST, CSA/CCM
  • Advanced knowledge of a variety of software programs including the MS Office suite of products, Visio, SharePoint, MS Project etc.
  • Exceptional communication, interpersonal, negotiation and organizational skills a must
  • Ability to lead and direct others along with having budget management abilities is critical
  • Strong problem solving and analytical skills, self-motivated, ability to work with minimal supervision
  • Demonstrated ability to work with executive stakeholders as well as IT leads to accomplish projects
  • Demonstrated experience in successfully negotiating with people both directly and indirectly across all levels of an organization
  • Understanding of University of Calgary policies and procedures an asset
  • Ability to quickly understand the business issues and challenges of the Faculty
  • Business Analysis and/or Business Process background is considered an asset
  • Organizational Change Management experience is considered an asset
