Analyst, Institutional Planning, University of Calgary in Qatar

Position Overview

The University of Calgary in Qatar (UCQ) is currently seeking an Analyst, Institutional Planning who will be a key resource in planning and institutional analysis.

The Analyst, Institutional Planning is responsible to ensure that the UCQ’s goals, which are articulated in the Collaboration Agreement, Business Plan and UCQ Strategic and Research Plans, are supported and guided by the oversight of the collection, analysis, preparation, and dissemination of institutional information.

The position plays a key role in promoting evidence-based decision-making and in ensuring information is derived and reported consistently. The Analyst, Institutional Planning position studies, internal and external data, and employs data mining, machine learning, predictive modelling, forecasting, and statistical analysis techniques to help identify, classify, and understand institutional data.

Ultimately, the Analyst, Institutional Planning will produce analyses and information that will:

- Have a positive effect on university outcomes, strategic direction, and policy development
- Support the university and its business units in meeting goals and objectives
- Foster and promote evidence-based decision-making

The ability to interact with university colleagues at all levels, as well as other community members and stakeholders in Calgary and in Doha. The candidate will also be required to interact with faculty members, staff and students.

The successful applicant must be prepared to relocate to Doha, Qatar preferably by June 2019.  This is a two year contract renewable upon mutual agreement.

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

  • Responsible for the oversight of the collection, analysis, interpretation, preparation, and dissemination of institutional information
  • Identify, anticipate and prepare data and information reporting needs of the University of Calgary in Qatar and its Board of Trustees, and other stakeholders including Ministry of Education and Higher Education, Ministry of Finance Department, University of Calgary and the University of Calgary in Qatar Board of Trustees
  • Act as project leader where the Analyst has specialized knowledge and expertise
  • Assists in the review, selection and formulation of KPI s and success indicators of the University related to students, programs, employees, institutional and operational effectiveness, and other aspects of the strategic plan
  • Produce briefing notes and present findings of analytics works for senior leadership and the Board of Trustees
  • Support the formulation and development of planning processes, techniques and practices and participate in institutional planning activities
  • Direct the development and implementation of a data management platform/ or data warehouse
  • Design, develop and administer quantitative and qualitative collection tools including surveys and focus groups 
  • Review relevant external planning documents to determine the impact and relevancy for the institution and communicate the information to internal departments and stakeholders.
  • Prepare and present complex data in comprehensive formats for diverse audiences including statistical tables, graphs, charts, and maps
  • Work collaboratively with departments to ensure compliance with policies, procedures and ethics related to data collection and release
  • Stay abreast of current and emerging trends in data science, business intelligence, Institutional Research, higher education, and communicate to department and senior leadership as appropriate.
  • Liaise with the Office of Institutional Analysis (OIA) at the U of C

Qualifications / Requirements:

  • A Master’s degree in Economics, Statistics, Business, Information Management or other relevant degrees from an accredited university
  • At least three years of demonstrable work experience as a Data Analyst or Data Manager, preferably in a healthcare or educational setting
  • Experience working in an institutional research and planning capacity including business intelligence, data modelling, forecasting and qualitative and quantitative analyses (preferred), or,
  • Ability to collect, analyze, interpret and disseminate information (quantitative and qualitative)
  • A thorough understanding of various research designs, statistical analyses and statistical software programs is essential.
  • Excellent computer skills including strong working knowledge of university systems (including PeopleSoft).
  • Project management and task coordination skills with experience leading multi-faceted/complex projects is critical.
  • Arabic reading, writing and speaking skills would be an asset
