Position Overview

The Department of Capital Renewal is currently seeking a Full-time Regular Capital Renewal Program Specialist.

The Capital Renewal (CR) Department is responsible for utilizing the annual funds allocated to the University of Calgary to assist with the cost of repairs, upgrades, maintenance and replacement of building systems and major building components, as well as the cost of minor functional renovations and upgrading projects required to meet program delivery needs.

As the Capital Renewal Program Specialist, a strong knowledge of building construction and building systems is required.  The Capital Renewal Program Specialist will work closely with Facilities Management and the Technical Services Branch of Alberta Infrastructure to plan and coordinate the annual facility condition assessments; ensuring a quality outcome and an accurate picture of the overall facility condition.  The Capital Renewal Program Specialist will also be responsible for updating, maintaining and reporting on the information contained within the capital renewal database.

The Capital Renewal Program Specialist will also be required to field verify and liaise with various stakeholders to validate building system and database information.  The Capital Renewal Program Specialist will also assist the Manager, Capital Renewal with the ongoing development of capital renewal priorities and plans, reports and other duties as required.
 
The Capital Renewal Program Specialist position reports to the Program Manager, Capital Renewal and works under minimal supervision.

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

  • Solely responsible for the ongoing maintenance and upkeep of the information contained within the VFA capital renewal database.  CR Program Specialist will be required to utilize their extensive professional knowledge of building construction and building systems to collect and maintain the building and system related information recorded within the database.  The collected information is necessary to help us understand and report on the overall condition of our facilities, and is critical when requesting provincial funding for the ongoing maintenance and renewal of our facilities.
  • Required to liaise with various departments and work units to collect information for the purpose of database maintenance and capital renewal plan development.  CR Program Specialist will need to draw on their professional knowledge and experience to liaise with diverse groups, with specialized expertise; to collect, verify and update the VFA database.  Data that is collected will be directly used in the development of multi-year capital renewal plans that will support annual provincial funding requests.
  • Solely responsible to generate regular deferred maintenance and database reports.  Data collected by the CR Program Specialist and recorded within the VFA database, is regularly reported internally to the Board of Governors, Senior Leadership and the Government of Alberta.  Reports are used to accurately reflect the overall condition (facility condition index) of our facilities and quantify their deferred maintenance liability.
  • Solely responsible to organize and lead internal stakeholders and external consultants during the facility condition evaluation process CR Program Specialist will be the key point of contact and will coordinate annual facility condition assessments with the Government of Alberta, internal subject matter experts, external consultants, facility managers and occupants to ensure the timely execution of site visits and overall data collection.  Upon completion, CR Program Manager is responsible to facilitate an internal review of the draft facility condition assessment reports by all stakeholders, ensuring the overall accuracy of the report and the data collected.
  • CR Program Specialist will be required to utilize their extensive professional knowledge of building construction and building systems to assist in the ongoing development and maintenance of capital renewal priorities and plans
  • Required to respond to inquiries relating to the capital renewal program in the absence of the Manager, Capital Renewal
  • Required to interact and collaborate professionally with internal and external stakeholders.
  • Required to manage complex issues using judgment in a professional and courteous manner
  • Required to manage own time effectively to accomplish tasks within regular work schedule.
  • Required to complete other duties related to the role as assigned by the supervisor
  • Ensures that workspace, equipment, and systems supplied by the University are used for the purposes supplied and are maintained in good order.

Qualifications / Requirements:

  • Post- secondary education or certification in the area of environmental science, architecture, engineering or science discipline.  Trade certification with relevant experience will also be considered.
  • 8-10 years of experience in a related field including worksite construction process, construction drawings/ documents, software, use of databases.
  • Ability to produce reports and documents either from draft material provided by others or by research and self-composition.
  • Training in office skills and administration and a minimum of 3-5 years of experience in a busy office environment is required.
  • Attention to detail and the ability to analyze information and data are necessary.
  • Problem solving and conflict resolution skills.
  • Exceptional interpersonal and organizational skills are required.
  • Must have a proven ability to communicate well both in writing and verbally.
  • Experience leading stakeholder groups and consultants during evaluation and planning exercises would be desirable
  • Knowledge of university culture, operating, reporting systems and procedures would be desirable, but not required.
  • A valid Class 5 Alberta Driver's License is required.
