Position Overview

Employee and Labour Relations  is currently seeking a Full-time Limited Term Consultant, Investigations for approximately 2 years.

The Consultant, Investigations, Employee & Labour Relations, is a member of the Employee & Labour Relations Team and reports to the Manager, Investigations & Strategic Initiatives. The Consultant, Investigations is responsible for leading and supporting high profile and/or complex workplace investigations (for example, harassment complaints, fraud, violence in the workplace etc). This position provides expert counsel to the University community and works collaboratively with Human Resources, internal and external legal counsel.

This is a two (2) year limited-term position with the possibility of extension. 

The job is demanding and success in this role requires impeccable judgment, leadership and organizational skills, initiative, and pragmatic decision making which impacts services across the University. Competing interests must be managed in a timely manner. Peak periods can be high stress with multiple priorities and simultaneous deadlines.
 
The primary purpose of this position is to lead and support high profile and/or complex workplace investigations. This position also provides expert advice in the Employee & Labour Relations area and leads the ongoing development and improvement of programs and policies. This position exercises considerable independent discretion and is responsible for high-quality workplace investigations. Key focus of efforts will include drafting investigation terms of reference, leading managers through the investigation process, drafting reports and communicating findings to management.
  
This role builds and maintains relationships with peers in Employee & Labour Relations and numerous internal and external stakeholders and clients.

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

  • Provide expert recommendations/solutions related workplace investigations.
  • Identify and develop required policies, procedures, and documentation related to the support staff group.
  • Lead and implement program changes across the University including education and communication initiatives to the various faculties and departments.
  • Provide credible expert advice and consultation, education and support to the team as well as the extended team of Human Resources, staff, and senior leaders on workplace investigation best practices.
  • Collaborate with related University departments to ensure best practices in workplace investigations are followed.
  • Periodically survey industry and/or market on a national level to identify emerging trends and provide recommendations as necessary.
  • Foster and maintain positive and effective problem-solving relationships with the staff groups and union officials that reflects the university’s commitment to a positive, interest-based, and collaborative labour relations environment.
  • Participate in the collective bargaining process, grievance and arbitration settlements and other complex legal agreements.
  • Work with HR Services, Legal Services, employees, and union officials to thoroughly investigation workplace issues, including but not limited to harassment, bullying, theft, fraud, human rights violations and other issues that impact the workplace.
  • Assist with the development and maintenance of educational content and communication tools in a variety of mediums, including the facilitation of orientation and training for managers.
  • Responsible for staying abreast of related legislation and jurisprudence in order to act as an expert resource to Employee & Labour Relations, Human Resources and the university as a whole and ensure prompt and accurate service delivery.

Qualifications / Requirements:

  • University degree in Industrial Relations, Human Resources, Business, or a related field.
  • Minimum 7 years of related progressive experience with demonstrated business and labour relations knowledge and skills in conflict management with demonstrated conflict management skills.
  • Experience in grievances, arbitration, collective bargaining, quasi-judicial boards including the Alberta Labour Board.
  • In-depth knowledge of labour law principles and jurisprudence.
  • Strong interpersonal skills with the ability to be a collaborative team member and a service delivery focus.
  • Demonstrated ability to develop and support the implementation of new programs and policies (including project management) with ongoing evaluation.
  • Strong verbal and written skills.
  • Demonstrated group facilitation skills, and ability to help groups reach a consensus.
  • Proficient in Microsoft Office applications.
  • Ability to work well under pressure with minimal supervision.
